In this work, Harriss describes the emergence of public finance in England in the 12th and 14th centuries, shows it to be an aspect of the development of a nation state, and traces it as a theme in the political relations of the king and his subjects. In particular, he looks at the financial aspects of the crises of 1297, 1311, and 1340-1, and contends that the very constraints on the Commons to meet the needs of the state hastened their political maturity.
